Order matters here because each step unlocks the next. Do not book a one-way flight and improvise.
Before you land (do this in month -2). Start the criminal record certificate first — it is the long pole. Get the insurance policy issued and the confirmation letter from the insurer. Line up accommodation proof. File the visa and expect 60-90 days for a D8 or D7, or 6-12 months for a Golden Visa. Book a short-term stay of 4-6 weeks rather than signing a year lease from abroad on a flat you have never stood in.
Day 0 — arrival. Land with your visa documents in hand luggage, not checked. Pre-booking an airport transfer through Welcome Pickups is a small luxury that pays for itself when you land with four bags. If there is a gap between your short-term stay ending and your lease starting, Bounce or LuggageHero will hold bags for the day so you are not dragging them through the city.
Days 1-7 — the administrative spine. Your residence permit is the thing that unlocks everything else. On the student route this is explicit on our file: the national visa gets you in, and AIMA issues the residence permit after arrival. Get your AIMA appointment moving as your first task of the first week — appointment availability, not paperwork, is the usual bottleneck. If you did not open a Portuguese bank account for a D7 application, open it now; many landlords and utilities expect a local account and a local tax identification, and the bank is upstream of both.
Days 7-21 — housing and connectivity. Now view flats in person. Use the city numbers in section 2 as your ceiling: if you are in Porto and quoted well above $950 for rent, you are being quoted the newcomer price. Get a Portuguese SIM and get the flat's actual internet tested before you sign — the city averages (~180 Mbps Coimbra, ~120 Mbps Porto and Lisbon, ~100 Mbps Ericeira and Funchal) are averages, and your building is your building. If the flat disappoints, that $110-$150 coworking line is your insurance policy.
Days 21-30 — healthcare and tax. Once you hold residency, formalise your healthcare entitlement (see the next section — it is a three-stop sequence, and residency blocks it). At the same time, find an accountant. You want the conversation about Portuguese tax residency and worldwide income to happen before your first filing deadline, not during it.
What blocks what, in one line: visa → entry → AIMA residence permit → Social Security certificate → SNS número de utente. And separately: bank account → lease and utilities. The two chains run in parallel; start both in week one.
